HON. CHARLES J. MORELAND

Representative Moreland earned his Bachelor of Science Degree in International Affairs in 1974 from Antioch University, where he also participated in the Antioch Abroad program. During this time, he conducted independent studies in Nigeria, working with the University of Lagos and the University of Ibadan. He later earned his Juris Doctor Degree from Antioch School of Law in May 1979. While in law school, he was awarded the prestigious Lyndon B. Johnson Congressional Internship. He was admitted to the Bar in June 1980 and remained an active legal practitioner until his retirement.

A founding member of the Black Entertainment Lawyers Association, Representative Moreland has deep roots in entertainment law. He founded and served as President of Galaxy Unlimited Records, where he recorded Experience Unlimited (EU) and collaborated with Curtis Blow on the iconic track “The Breaks.” As an entertainment contract specialist, he advised artists and executives on critical agreements and business strategies. He negotiated publishing a movie production agreement for DC Mayor Marion Barry Jr’s. autobiography, Mayor for Life.

In the public sector, Representative Moreland served as the chief National Lobbyist for the D.C. Voting Rights Amendment, advocating for the constitutional amendment that sought to provide Washington, D.C., with full congressional representation. He testified before numerous state legislatures and successfully lobbied for cable television to be brought to Washington, D.C. In 1990, he was elected as D.C.’s first United States Representative, alongside U.S. Senators Jesse L. Jackson and Florence Pendleton, to champion the cause of D.C. Statehood. Re-elected in 1992 with over 140,000 votes—one of the highest vote totals in D.C. history—he chose not to seek re-election in 1994.

Representative Moreland remains a prolific advocate and community leader. He is the Founder and Publisher of the New Columbia Times Newspaper and a published author. He was Marion Barry Jr.’s Chief Advisor and served as the founding Chairman of the Marion Barry Jr. Legacy Foundation. He also chairs the D.C. Statehood Mobilization Action Committee and is the Founder and CEO of the Douglass Commonwealth Coalition, Inc.

Among his numerous accolades, Representative Moreland received the “Outstanding Statehood Pioneer Award” in 2019 and, in July 2023, was honored by President Joseph R. Biden with the Lifetime Achievement Award, the highest honor for community service in the United States.

In 2021, Representative Moreland served as the Facilitator for the Ward 8 Pandemic Emergency Relief Task Force, further demonstrating his commitment to serving his community in times of need.

The Honorable Charles J. Moreland is a seasoned educator, lobbyist, international commerce advisor, and public servant, with a distinguished career spanning over four decades. His impactful contributions to law, business, politics, and international affairs have left a lasting legacy.

Although retired, Representative Moreland remains a prominent voice in government, business, and community advocacy. He represents healthcare providers and various business clients both in the United States and internationally. His expertise as a contract specialist and government affairs counselor continues to set a high standard in his field.

In community affairs, Representative Moreland has coordinated in-school programs for Pride, Inc. and has worked in healthcare as a Research and Data Analyst and Project Manager, assisting clients with Certificate of Need (CON) applications to State Health Planning and Development Agencies (SHPDA).

Currently, Charles J. Moreland advises clients on major infrastructure and construction contracts while serving as an international commerce advisor across Asia, Europe, Africa, and America.
